🇯🇵 Drone rules in Japan
Register any drone 100 g or heavier on MLIT's DIPS system with a displayed registration ID and a working Remote ID, keep below 150 m, and apply to MLIT in advance for any restricted airspace (near airports or over densely inhabited districts) or special flight method — a pilot licence is not required for ordinary recreational flying.
Before you fly: drone rules change and vary by location. This page is a general summary, not legal advice. Confirm the current rules with the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) (official site). You are responsible for flying legally and safely.
Do I need to register my drone?
Yes if it weighs 100 g or more (including battery). Register with MLIT through the Unmanned Aircraft Registration portal / DIPS 2.0, display the registration ID on the aircraft, and fit a Remote ID function. Registration is valid 3 years. Drones under 100 g are treated as model aircraft and are exempt.
Do I need a licence or test?
Not for ordinary recreational flying. MLIT's national Remote Pilot Certificate (first-class / second-class) is not mandatory for most flights; the main requirement is getting MLIT permission/approval through DIPS for restricted airspace or flight methods. The certificate mainly reduces that permission burden and unlocks advanced (Level 4) operations.
Is Remote ID required?
Yes. Registered aircraft must broadcast Remote ID by radio during flight. Narrow exemptions apply (certain pre-June-2022 registrations, flights over a marked area with assistants, and tethered flight).
What is the maximum altitude?
150 m above the ground or water. Flying at 150 m or higher requires MLIT permission.
Where can't I fly?
Without prior MLIT permission you can't fly in restricted airspace — near airports, above 150 m, or over densely inhabited districts (much of urban Japan). Separate approval is needed for night flight, beyond visual line of sight, within 30 m of people or property, over events or crowds, and for dropping or spraying. Daytime, within sight, and no flying under alcohol apply at all times.
